A memorandum of agreement (MOA) regarding the demolition of Morgan Hall, Nolan Hall, and a portion of the original Galveston Seawall located at 414 and 502 Texas Avenue at the intersection of Sixth and Market Streets in Galveston, Texas was entered into on February 4, 2013 among the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), the Texas State Historic Preservation Officer, the Texas Department of Public Safety/Texas Division of Emergency Management, and the University of Texas Medical Branch (UTMB). The MOA proposed to provide Public Assistance in response to damages caused by Hurricane Ike and for UTMB's proposed District Heating and Cooling Project. The Public Assistance portion of of the project included demolition of a portion of the buried original Galveston Seawall. Materials include photographs and the archaeological report. 20210525.
